Role Purpose and Dimensions

  • Objective: Ensure the effective use and management of the Council’s NEC Housing system, supporting business processes, reporting, and decision-making.

  • Approach: Adopt a product management approach for system updates and improvements, and use user-centered and agile methods for continuous improvement.

    Key Responsibilities



System Management:

* Ensure the NEC Housing system is technically supported and used effectively.

* Align system configuration and functionality with service needs and legislative requirements.

* Capture user feedback to improve workflows and outcomes.

Stakeholder Engagement:

* Act as the main contact between Housing Digital Systems and service managers.

* Influence senior stakeholders to fully exploit system capabilities.

3.

Supplier Management:

* Oversee relationships with system suppliers, ensuring alignment with development roadmaps.

* Manage technical and service contacts with NEC Housing suppliers.

4.

Roadmap and Project Management:

* Maintain a clear system roadmap, incorporating updates and improvements.

* Ensure effective delivery of system changes and projects.

5.

Performance Monitoring:

* Establish and monitor service performance targets.

* Develop a service catalogue and track key performance metrics.

6.

Compliance and Best Practices:

* Ensure data security and compliance with GDPR.

* Promote ITIL service management best practices.

* External: NEC, solution suppliers, residents, professional groups, other local authorities, partner agencies, government departments, external auditors.

* Internal: Directors of services, heads of service, digital system users, CDS teams, business intelligence, procurement, finance, and audit.
