AtkinsRéalis, Balfour Beatty and Egis Road Operations UK are part of a consortium, creating Connect Plus Services, a unique partnership with a collective strength in highways asset care from finance, through to design, build, maintenance as well as day to day operation.

As the senior authority for data governance and strategic asset intelligence, the Data Governance & Intelligence Lead is responsible for defining and enforcing data quality, governance, and reporting standards that underpin the performance and resilience of our infrastructure asset portfolio. This role ensures that core systems—including RMMS—deliver trusted, actionable insights to support lifecycle planning, compliance, and investment decisions.

Your Purpose:

  • The Data Governance & Performance Manager is responsible for implementing and continuously refining the data governance framework and performance measurement regime of Connect Plus Services.
  • Reporting to the Data Governance & Intelligence Lead, this role ensures the integrity, quality and compliance of all data assets, and translates operational, maintenance into actionable insights and reliable performance reporting.
  • By embedding best-practice standards (e.g. ADMM, RMMS, Routine Winter Service Code, Network Management Manual) and driving a culture of data-driven decision-making, the Data Governance & Performance Manager empowers stakeholders to optimise network performance, meet contractual obligations and deliver strategic objectives across the M25 DBFO concession.
  • Data Governance & Quality Assurance
  • Establish and maintain data governance frameworks aligned with project standards (ADMM, RMMS, Routine Winter Service Code, Network Management Manual).
  • Catalogue and classify all asset-related data, ensuring appropriate access controls, traceability, and compliance.
  • Monitor and report on data quality KPIs—completeness, accuracy, timeliness, and consistency—across core source systems.
  • Lead root-cause analysis and remediation strategies for data quality issues and anomalies.
  • Facilitate data validation and audit processes across inventory, inspection, condition, and maintenance datasets.

Performance Intelligence & Reporting:

  • Develop and maintain self-service dashboards for real-time visibility of key performance metrics, including asset availability, safety incidents, maintenance compliance, and winter service delivery.
  • Verify and submit performance reports in accordance with DBFO concession requirements and deadlines set by the Highways Authority.
  • Generate insights using internal data sources (e.g., RMMS, EAM systems) to inform asset lifecycle planning and operational decision-making.

Continuous Improvement & Stakeholder Engagement:

  • Lead data-driven improvement initiatives by applying analytics and lessons learned from industry best practices.
  • Champion data literacy across teams through auditing, training, documentation, and support to improve data entry and usage practices.
  • Engage senior stakeholders, translating complex technical findings into meaningful business recommendations.
  • Mentor junior analysts and chair data governance forums to ensure a culture of accountability and continuous improvement.

What you can bring:

Experience and Criteria

  • Performance Reporting:Strong performance reporting background, with experience in delivering KPIs against concession or regulatory frameworks.
  • Data Governance Leadership:Demonstrable experience designing and enforcing data governance frameworks, including data cataloguing, access control, and quality assurance.
  • Analytical Expertise:Skilled in applying trend analysis, root-cause diagnostics, forecasting, and predictive modelling to maintenance and operational datasets.
  • Technical Proficiency:Hands-on experience in data wrangling, VBA scripting, Python programming, and database development.
  • Data Visualisation:Proficient in using tools such as Power BI, Tableau, and Python-based libraries to build intuitive and insightful dashboards.
  • Stakeholder Engagement:Strong ability to communicate complex data insights to senior stakeholders, including clients, concession boards, and lenders, translating findings into actionable business recommendations.
  • Mentorship & Governance:Experienced in coaching junior analysts and leading data governance forums to ensure sustained data maturity across the project.

Desirable Attributes

  • Background in asset management, highways, infrastructure, or public service operations.
  • Familiarity with RMMS, EAM systems, or similar asset performance management platforms.
  • Awareness of ISO 8000 / DAMA DMBOK or similar data management standards.
