The Opportunity

As a Lead Enterprise Data Architect within Parliament, you will assume a pivotal leadership position, collaborating closely with senior parliamentary business, strategy, and technical leads. Your primary mission will be to demonstrate the strategic significance of Enterprise Architecture in shaping effective strategic decision making, driving business change, and fostering technology innovation within the parliamentary context.

  • taking a strategic approach to aligning initiatives with overarching digital and parliamentary objectives, analysing the organisation’s technology needs, and developing standards, data architectures, and roadmaps to achieve transformative outcomes in collaboration with subject-matter experts.
  • maturing Parliament’s knowledge and understanding of its data domains by leading the development of enterprise data assets including models, data dictionaries, and data flows. Supporting colleagues to ensure they understand and address data requirements in their designs.
  • providing expert guidance on optimal architectural design, guiding teams to adhere to correct technical governance processes while ensuring the appropriate application of organisational standards and methodologies.
  • identifying and mitigating complex architecture challenges or risks ensuring successful outcomes that align with parliamentary priorities and meet the highest parliamentary standards.
  • defining and driving strategic technical procurement requirements that align with strategic goals and uphold the exceptional quality expected within Parliament.

What You Need

  • experience as a senior Data or Enterprise Architect or an equivalent role, showcasing practitioner-level capability across diverse architectures, technologies, and programming languages. Including an architecture certification (e.g. TOGAF or equivalent) or demonstrable experience within architecture frameworks
  • experience of designing multiple data models, able to demonstrate a broad understanding of how data models fulfils the needs of the organisation. Experience of designing and implementing metadata repositories and establishing robust governance processes to keep them up to date. Experience of implementing master data management strategies and tools. Knowledge of Graph or NoSQL database technologies.
  • experience of demonstrating technology leadership through significant contribution to the development of accessible, reusable reference architectures, the definition of data policies, architectures and standards, the development of clear and well-followed technical governance processes, and the development of data architecture roadmaps.
  • experience of managing people through periods of ambiguity, building and maintaining motivation, balancing and prioritising workload, and measuring delivery productivity, whilst upholding the values of equality, diversity and inclusion.
  • experience of building strong relationships with stakeholders at various levels within the parliamentary environment and effectively communicating technical concepts to both technical and non-technical audiences.
  • experience of leading the translation of business problems into pragmatic architectural designs, anchored in robust technology solution design principles, and customized to meet unique organisational requirements.
  • experience of making well-informed decisions, considering risk and complexity, and skilfully influencing positive outcomes while ensuring solutions comply with standards and compliance requirements.
  • desirable: Experience of public sector procurement rules and practices in a complex organisational and technical environment.
  • the ability to pass security clearance, backed by the right to work in the UK

About The Team

The Enterprise Architecture team is part of the Office of the CTO. We are responsible for developing Parliament’s technology strategy ensuring that Parliament has the technology it needs to do its work. We do this through mapping Parliament’s digital landscape, working closely with teams across Parliament to understand how demand for digital will change over time, working with teams in the Digital Service to develop roadmaps and developing Parliament’s reference architecture, standards and design patterns.
