Housing Needs & Homelessness SME Project Manager

We are working with a local authority to appoint a Housing Needs & Homelessness Subject Matter Expert (SME) to lead a key phase of a transformation programme. This is a senior-level role designed to support predictive analytics initiatives aimed at preventing homelessness, by improving integration, efficiency and collaboration across Housing Needs services.

This is a strategic, non-operational position suited to candidates with experience at Head of Service level or above. You will bring deep subject matter expertise in homelessness and housing needs and apply this within a project management context to improve systems, data, and process alignment across multiple departments.
The successful candidate must demonstrate strong project management experience, a firm understanding of housing systems and data, and an ability to work at pace within a complex, multidisciplinary environment.

The successful will be required to be in the office 2/3 days a week.

The Role
·Act as the subject matter expert on Housing Needs and Homelessness within the council's transformation programme
·Lead cross-functional project delivery focused on improving predictive and preventative approaches to homelessness
·Support integration of systems, data and process improvements across Housing Needs and related services
·Provide strategic input into data use, digital tools, and service design to enhance efficiency and outcomes
·Work closely with IT, data analytics, housing operations, and transformation teams to ensure coordinated delivery
·Contribute expert insight to shape best practice and future service models
·Engage with internal stakeholders to align delivery and mitigate risk
·Report to the transformation programme board and support project governance

Key Requirements
·Proven experience at Head of Service or equivalent level in Housing Needs and Homelessness
·Strong project management skills, with a track record of delivering service transformation
·In-depth understanding of housing data, systems, and statutory homelessness processes
·Experience working in or alongside local authorities and public housing services
·Excellent stakeholder management and communication skills
·Ability to operate at pace and influence across multiple departments
·This is not an operational management role and does not include line management responsibilities
