We are looking for a dynamic and forward-thinking Head of Housing Improvement and Strategy to join a high-performing housing service at a crucial stage of transformation. This senior leadership role offers the opportunity to drive lasting change, enhance service delivery, and shape housing strategy across a significant social housing portfolio.

The Role
As the Head of Housing Improvement and Strategy, you will lead strategic improvement, digital transformation, policy, customer experience, and housing systems. Working closely with the Director of Housing and senior leadership colleagues, your focus will be on regulatory compliance (including TSMs and Consumer Standards), resident engagement, system optimisation, and delivering key corporate objectives.
This is a high-impact role that will see you:
·Lead the delivery and review of the Housing Strategy and supporting policies.
·Oversee housing IT systems, data governance, and digital transformation.
·Manage customer experience and housing complaints, ensuring continuous learning and service improvement.
·Drive compliance with the Regulator of Social Housing's standards and the Housing Ombudsman's Code.
·Lead service transformation initiatives aligned with the Council's broader corporate plans.
You'll manage a team covering housing strategy, systems, performance, and complaints - and matrix manage corporate officers across data and complaints.

Key Requirements
·Proven experience in a senior leadership role within local government or social housing.
·Strong knowledge of housing regulation, social housing IT systems, and data governance.
·Track record of delivering complex change programmes and service transformation.
·Strong leadership and people management skills - with the ability to motivate, coach, and inspire.
·Experience of working with elected members, partners, and stakeholders at a strategic level.
·Highly analytical, with the ability to use data and insight to inform performance and planning.

Desirable
·CIH Level 5 or equivalent management qualification.
·Experience in leading digital and IT system transformation.
·Understanding of complaints processes and regulatory returns.
·Familiarity with safeguarding practices and cross-service working (e.g., care, community safety, or public health).
