GIS Analyst

£39,274 per annum (pay award pending) – Grade 7

Leeds / Hybrid

Full time / Permanent - 37 hours per week

We currently have a vacancy for a GIS Analyst to join our Research and Intelligence Service. Part of a multidisciplinary Research and Intelligence function, the Transport Analytics and Spatial Intelligence Team brings together specialists in Geographical Information Systems (GIS), data analytics and transport research to generate and disseminate insight. This work provides the fuel for effective evidence-based decision making across all levels of the organisation. As GIS Analyst, you will utilise a wide range of datasets and collection of technical and analytical tools to generate insight to inform policy development; evidence need to secure funding; prioritise areas for investment; monitor transport interventions, to ultimately improve quality of life of West Yorkshire residents.

Following publication of the Phase Two Grenfell Tower Inquiry report in September 2024, the West Yorkshire Combined Authority, under the leadership of the Mayor of West Yorkshire, has started to identify how the pace of remediation of buildings in our region can be increased. The Combined Authority is playing a convening role, bringing together the key stakeholders in West Yorkshire with responsibilities relating to the safety of buildings with dangerous cladding. Our new GIS Analyst role is to support the development and implementation of a partnership Local Remediation Acceleration Plan for West Yorkshire.

The Role

Reporting into the Spatial Intelligence Team Leader, your key responsibilities will include:

· Deliver spatial analysis, mapping, and data visualisation to support the West Yorkshire Remediation Acceleration Plan and related building safety initiatives, in collaboration with internal teams and external stakeholders.

· Develop and maintain GIS data assets and web-based mapping tools using the Esri Enterprise suite, enabling interactive, self-service access to spatial information.

· Apply advanced analytics and automated ETL processes to manage and interrogate large datasets, presenting insights to stakeholders and promoting best practices in GIS usage across the organisation.

About You

You will have the following key skills, attributes, education and experience:

• Degree in Geographic Information Systems (GIS), Geography, or a related discipline with a strong spatial analysis component, or equivalent hands-on experience that demonstrates your expert knowledge of mapping and spatial analysis.

• You can demonstrate experience in developing interactive, self-service GIS content, such as web maps, story maps, or dashboards, and are confident using these tools to support decision-making.

• You communicate complex insights clearly to varied audiences and confidently collaborate with stakeholders to turn their needs into practical, impactful solutions.

• You take pride in your attention to detail and strive for accuracy in everything you do.

• You understand the value of data automation and ideally have experience using spatial ETL tools like Feature Manipulation Engine (FME) to streamline processes (desirable).

• You have a strong understanding of Ordnance Survey (OS) mapping products, including hands-on experience with datasets like OS National Geographic Database and confident applying technical specifications such as UPRNs and linked identifiers in your spatial analysis (desirable).
