JOB TITLE: Data, Finance & Systems Officer

LOCATION: Wandsworth SW18 2PU - mainly remote working

PAY RATE: £15.75 paye / £20.37 umbrella (per hour)

START DATE: ASAP

DURATION/Hours: 3-month initial contract/ 36 hours a week (Mon-Fri, 9-5)

Job Purpose:

We are seeking a dedicated Data, Finance and Systems Officer to join our Special Needs Assessment Service (SNAS) team. This role involves supporting the administration of procedures under the Children and Families Act 2014 for Education, Health, and Care (EHC) Needs Assessment of children and young people with special educational needs. You will ensure the system (currently Capita ONE) is maintained with high-quality data, generate reports to support performance improvements, and train SNAS members in system use. Additionally, you will maintain good financial records, monitor spend against budgets and provide data dashboards for senior managers.

Key Responsibilities:

Manage the SNAS IT system, resolving technical issues.
Provide data related to EHC processes, placements, and funding of pupils with EHC Plans.
Produce quarterly Council performance indicators and national returns.
Benchmark against other local authorities, highlighting trends.
Prepare responses to Freedom of Information requests.
Produce statutory annual returns to the Department for Education.
Maintain accurate finance records for pupils with EHC plans.
Ensure prompt and accurate payments to education providers.
Support the QA and Performance Manager with Quality Assurance Framework requirements.
Act as the key contact for issues relating to the Capita ONE system.
Provide training to new staff and implement data quality checks.
Handle complex calls from parents, schools, and professionals with tact and sensitivity.
Assist in organizing multi-agency panel meetings.
Respond to Access to Records requests.

Person Specification:

Experience with Excel to track tasks at an individual case level.
Understand the sensitivity and security of data/documents.
Experience using data record systems
Strong communication skills, both verbal and written.
Ability to handle sensitive situations with tact and discretion.
Experience in data management and financial record-keeping.
Proficiency in using IT systems, particularly Capita ONE.
Knowledge of the Children and Families Act 2014 and EHC processes is desirable.
