Our client is looking for an experienced Safer Communities Transformation Project Lead.
o carry out a transformation project lead role in the newly formed Safer Communities Service. This will include project managing the delivery of the Safer Communities Service, devising and implementing Improvement plans, identifying and realising business efficiencies and driving forward the current and future strategies associated to this Service, to timescale and within budget.
To work seamlessly alongside the Head of Safer Communities and the wider Safer Communities Service to deliver projects by managing the end to end project process including identifying and managing risk and project outcomes.
To supervise staff for specific projects and on occasion responsibility for managing allocated budgets related to specific projects or events.
To engage stakeholders most notably residents to ensure that their requirements/needs are considered and met.
Personal responsibilities and duties are to:
Drive and deliver service led change across the department through programme and project management,
Lead on the implementation of specific projects/ programmes ensuring the required outcomes are met.
To develop and regularly review/monitor process maps for the Service.
Take decisions in relation to project options within agreed tolerance levels.
To develop and implement appropriate project controls and systems to ensure effective management of risk and financial probity.
Oversee and coordinate the work of all staff involved in the project(s) (internal/external)
To lead on the effective monitoring of service providers to ensure that contracts and associated services are delivered on time and within budget and monitored via the Council’s performance and finance systems
To manage the operational implementation of projects in order to improve services
Identifying and developing new systems, procedures and policies to improve service provision.
Undertake the collation of benchmarking data as needed, presenting to the Safer Communities Head of Service in suitable formats and levels of detail.
Support the Head of Safer Communities to monitor sickness, HR policies and procedures, ensuring Service DBS compliance, Health & Safety and other workforce related reports to ensure compliance with corporate policy.
Lead on the planning, monitoring and reporting of project progress against plans.
Day to day identification, resolution and escalation of project issues, ensuring assurance and risk is captured, managed and monitored.
Devising yearly planners for Safer Community Strands and subsequent action plans.
Use performance information, business intelligence and customer insight to improve services
Working closely with colleagues in central services Finance, HR and Procurement. To ensure payroll and contractual changes are executed promptly and accurately.
Work proactively with the management team to ensure service continuity during a period of change
To support the Management Team in the procurement and commissioning of services across Safer Communities, leading on drafting and development of papers and processes and ensuring compliance with corporate commissioning and procurement processes.
To manage contracts and grants awarded to the Safer Communities Service in line with Council Policies. Implementing rigorous regimes of monitoring and evaluation to ensure Services are delivered within budget.
Day to day financial management of budgets, preparation of reports and maintenance of records as requested by the Head of Service.
To support the Management Team in the planning, preparation and execution of Audits and Inspections ensuring that recommendations are lodged, monitored and adhered too.
To manage programme governance and project meetings, including all associated administration processes, ensuring that all meetings are organised, accurately minuted and decisions recorded in accordance with departmental, corporate and statutory requirements.
To deal sensitively with a range of complex and contentious enquiries, dealing efficiently with issues requiring immediate attention.
To take a lead role in organising and coordinating key programme events to include: Preparing workshops, consultation meetings and briefing sessions as required ensuring that staff are fully informed and consulted about changes within the department.
To contribute to the development of methods of obtaining feedback from staff in relation to the transformation projects/programmes.
Attend Council and external meetings as required, advice service directorates on project related matters.
Work within the Council�s performance management framework reporting progress and ensuring that accurate records are maintained and that management and reporting information is readily available.
Ensure project delivery in accordance with the Council�s project management processes and procedures, including risk and issue management, and stakeholder communications.
Lead on identifying KPI�s with Strand Leads, ensuring systematic review reporting both corporately and externally.
Ensure that all necessary Members briefing papers are prepared in time to support the relevant Strands within the Team as directed by the Head of Safer Communities.
Develop sound working relationships and ensure effective consultation with all those having an interest in relevant Projects including residents, local businesses, the general public, other directorates, elected Members, the Local Planning Authority and other statutory bodies
Deal with correspondence and enquiries relating to projects and programmes liaising with external bodies such as MOPAC, the Violence Reduction Unit, the Home Office, providing information where required.
Lead responsibility for the collating, monitoring and the reporting of data identifying and developing systems for recording information.
Lead responsibility for developing effective reporting systems to monitor, record and report on income, expenditure and related trends.
To devise financial operational guidance for the Service to ensure finance is managed appropriately within the Service to include Service User payments, Service Expenditure, ensuring all invoices are processed, purchase orders raised and payments internally/externally are paid in accordance with the council�s financial procedures and regulations.
To provide regular finance reports to the finance lead and the Head of Service as required.
All employees are required to participate in the Performance Evaluation Scheme (PES) and to undertake appropriate training and development identified to enhance their work.
All employees are required to comply with the Council's Health & Safety policies and procedures at all times, taking due care for themselves, colleagues and members of the public.
To assist in carrying out the Council's environmental policy within the day to day activities of the post.
Carry out the duties of the post with due regard to the Council�s Equal Opportunities Policy. Address positively any regular issues arising within the workplace, the organisation or service delivery.
Treat all information acquired through employment, both formally and informally, in strict confidence.
To undertake specific tasks in support of the Head of Service to help enhance the work of the service and deliver Community Services and Corporate objectives.
Provide administrative and project support to the Head of Safer Communities. Arranging and accurately recording minute�s from Core Safer Communities meetings ensuring that actions are tracked and followed up. This will include the preparation and circulation of meeting agendas and paperwork as necessary in support of the Head of Safer Communities.
To ensure the Safer Communities Service adheres to the requirements of Data Protection, Freedom of Information legislation, and is the SPOC for any Member &/or Resident queries, FOI requests or Subject Access requests ensuring that the correct protocol is adhered to at all times and lessons are learned to improve how residents experience Safer Communities Services.
Staffing
To be responsible for the appointment, training and development of staff and for carrying out 1-1�s, appraisals and performance reviews.
To monitor/manage annual leave, expenses and training requests as well as implementing the Council�s sickness policy amongst others.
Managing the day-to-day operational activities of the Building Support and Project Officer.
Monitor staff performance and progress against targets. Ensure team targets and performance standards are met on time. Monitor staff compliance with council policies and take corrective action where inconsistencies exist.
The post-holder will have full oversight and participation to the recruitment, induction and appraisals of staff whether employed by or seconded to the service
Have oversight of the recruitment and selection processes and disciplinary, grievances, investigations and other enquiry panels as required and report progress, risks or issues to the Head of Safer Communities.
Undertake other duties, commensurate with the grade, as may reasonably be required.
Available to work in the evening or at weekends.
