We are looking for a visionary programme manager with recent experience of having delivered a public services prevention agenda. This is a hugely exciting opportunity to help define and deliver a strategically vital piece of work with us.

Our prevention strategy is about helping avoid anyone in our communities from falling into crisis, by so doing we believe we will be providing the best public services to Plymouth and at the same time learning to control ballooning demand led budgets.

This role will require you to bring together the requirements of our adults, childrens, public health and homelessness services to define the new capabilities they require to identify and intervene to avoid those most at risk of otherwise falling into crisis.

You will be responsible for setting out the priorities, planning delivery and embedding new ways of working across our teams. You plan will show what capabilities you need and when to direct the delivery of our enabling project teams. You will also develop the overall business case to justify investments and to then track and deliver benefits.

We are looking for an exceptional candidate to break down the barriers between our departments and with partner agencies to create multi disciplinary teams using data, insight and AI in new ways to make a real difference to the lives and outcomes of the people of Plymouth.

You'll need to be able to demonstrate recent relevant experience in driving prevention outcomes for public services and understand the potential benefits that data, insight and AI can bring to this challenge. We also want you to be able to drive financial as well as service improvements from this work.

Knowledge & Experience

Essential

  • Proven experience delivering complex, multi-agency transformation programmes.

  • Deep understanding of prevention-based service delivery, system change, and cross-sector coordination.

  • Strong grasp of operating model design, agile delivery, and benefits-led implementation.

  • Demonstrable leadership experience in ambiguous, high-risk, or politically visible environments.

  • Understanding of public access pathways, shared accountability, and inclusive operating principles.

    Desirable

  • Knowledge of digital inclusion, predictive analytics, AI ethics, or behavioural science.

  • Familiarity with co-production, neighbourhood delivery models, and social infrastructure.

  • Experience navigating political, professional, and community interface boundaries.
