We are working with an NHS organisation who are seeking to appoint an Interim Head of Finance – Commissioning for a short term assignment, the contract will be for 3 months initially with an option to extend.

The role will be hybrid working and will be renumerated at Band 8c.

Experience at this level within a complex NHS organisation is essential and the successful candidate will be CCAB qualified with significant post qualification experience.

Key responsibilities will include:

Manage the finance departments commissioning team and develop data management improvement, statutory reporting, performance management support and business intelligence;
Deliver and lead the financial flows and reserves management of commissioning and provider arrangements;
Professionally advise the organisation in the preparation, presentation and assessment of clinical service development business cases submitted;
Take lead responsibility on a day to day basis of the management of the Finance Commissioning Team, including workload planning and prioritisation, whilst incorporating and promoting new ways of working and instigating change management techniques where required;
Manage Provider activity and agreements (for out of area patients). This includes Long Term Agreement (LTA’s), high cost exclusions and non-contracted activity and individual patient funding request panel authorisations;
Monitor and support internal reporting of provider activity for the regions residents for benchmarked internal performance management;
Lead for the organisation in managing financial commissioning aspects of the footprints (resident) activity. This includes Long Term Agreement (LTA’s), high cost exclusions and non-contracted activity and individual patient funding request panel authorisations;
Contribute to financial management agenda and strategy across the organisation and policy formation within the Finance Profession. Ensure that the Department’s financial activities and systems are in line with corporate policies and procedures and meet the highest standards of stewardship and probity and comply with corporate governance requirements;
The ideal candidate will have:

CCAB Professionally qualified accountant with significant post qualification experience;
Evidence of Continuing Professional Development;
Extensive NHS finance experience with significant experience at a senior management level within the NHS or equivalent body;
Specialist expertise and experience of the NHS costing & commissioning processes and systems;
In depth knowledge of financial and accounting procedures, financial aspects of NHS legislation and NHS finance policies;
Specialist knowledge and experience of financial management and business and strategic planning;
Significant managerial experience of managing people and staff;
Experience of working within a highly complex and politically sensitive organisation;
Evidence of successfully influencing senior clinicians and other professionals and working with a multi-disciplinary team.
