Role Summary:
This role will be responsible for overseeing the life-cycle management of GIS, Survey and CAD data within EWR Digital Delivery Team and to be the Custodian of EWR GIS and Survey data. This role is key to the development of EWR’s Digital Spine which will drive the integration of advanced digital solutions, collaborating closely with internal stakeholders and external partners to align with EWR’s project objectives and priorities

Function:
The Delivery function is accountable for delivering an asset which aligns to the Sponsor requirements, establishing a safe, reliable and integrated railway. Delivery will demonstrate delivery excellence through technical innovation and design excellence, underpinned by mature Programme controls to maximise the benefit of project delivery in relation to public pound spent. The Delivery function will act as an intelligent and informed integrated team, that uses a network of third-party strategic suppliers to leverage the capabilities required to deliver the asset.


Key Responsibilities

  • Ensure GIS solutions and activities align with overall project goals and EWR priorities.
  • Supporting the SDEM in creation, management, and maintenance of EWR’s data catalogue and application of EWR’s GIS, data & metadata standards to all data held within the CDE (Common Data Environment).
  • Provide cartographic and geospatial support to project teams
  • Collaborate with internal stakeholders, including Engineering and Delivery Functions, Environmental, and Land & Property teams, to integrate digital solutions into their workflows.
  • Be familiar with and use of Building Information Modelling (BIM) and other advanced technologies.
  • Ensure the accuracy, integrity, and security of GIS data throughout the project lifecycle.
  • Work with external partners and information teams to ensure seamless integration of GIS solutions and data sharing.
  • Shows a commitment to innovation by proactively seeking creative solutions to challenges and opportunities.
  • Take responsibility of your own and others’ health and safety by adopting and working to the EWR Co Health and Safety principles.

Skills, Knowledge and Expertise

  • Experienced of managing a GIS capability and managing GIS specialists and data Technicians
  • Experienced of working in BIM CDEs and BIM data management protocols
  • Experienced in specifying and procuring measured survey contracts
  • Broad experience of specifying, planning, and performing data management activities on a major programme working as part of a regulated organisation with multiple complex interfaces.
  • Experience of applying the engineering lifecycle including requirements, specification, design, build and maintenance and verification and validation in relation to your specialism. 
  • Extensive experience of data set specification and design, including interface definition and management and control of same on a multi-disciplinary programme.
  • Experienced of managing a GIS capability and managing GIS specialists and data Technicians
  • Experienced of working in BIM CDEs and BIM data management protocols 
  • Experienced in specifying and procuring measured survey contracts
  • Broad experience of specifying, planning, and performing data management activities on a major programme working as part of a regulated organisation with multiple complex interfaces.
  • Experience of applying the engineering lifecycle including requirements, specification, design, build and maintenance and verification and validation in relation to your specialism.
  • Extensive experience of data set specification and design, including interface definition and management and control of same on a multi-disciplinary programme.
  • Excellent experience of engaging with peers and stakeholders on your specialism. 
  • Extensive experience of change management, rapidly adapting to emerging requirements, changing circumstances and high levels of uncertainty and ambiguity in a fast-changing environment. 
  • Working within relevant UK rail industry legislation and standards. 
  • Highly experienced in specifying measured survey specifications and procuring surveys 
  • Experienced in the configuration and maintenance of ESRI GIS Portals (e.g., ArcGIS Pro and On-line) 
  • Experienced in the use of standards GIS protocols including WMS, WFS, WMTS, WPS, WCS, CSW
  • Integration of CAD and GIS data to produce 3D visualisation, VR and AR solutions
  • Highly experienced in the use of ETL tools and technologies
  • Ability to manage CAD data formats including: dwg, dgn, rvt, iFC. 
  • Ability to manage geospatial data formats including ECW, GeoTIFF, DTM/DSM: XYX, ACSII
  • Good working knowledge of metadata standards 
  • Highly experienced in the use of industry standard interchange methods e.g., RESTful Web Service protocols
  • Good knowledge of working with FME and Python 
  • Knowledge of Microsoft Azure 
  • Good knowledge of setting up spatial database engines (SDEs) utilising Postgres ·        Performance of asset information activities necessary to support high integrity systems operating in a safety critical environment. 
  • Analysis of complex data, drawing effective conclusions and rapidly producing solutions and decisions.
  • Excellent communication with the ability to promote and execute digital delivery strategies and plans.  

Education and qualifications: 
  • Needs to have a bachelor’s or master’s degree in relevant discipline, e.g., geographic information science, geography, surveying, or urban planning or GIS qualification or relevant experience. 
  • Ideal candidate will have membership of a relevant professional body, e.g., Chartered Geographer Royal Geographic Society
