Job summary

Spanning an ever-expanding remit of health and care providers, the ODA is a collective organisation of analytical and data specialist teams who are operating together to build a single picture of patient and resident care across Leeds to aid providers and boards make informed data driven decisions.

The role will:

1. Support the primary care Data Quality Manager in the delivery of Modern General Practice, Healthy Leeds Plan and Access improvement aims through applying data quality frameworks and principles to national and local initiatives. This would include a knowledge and understanding of General Practice clinical systems (TPP Systmone & EMIS) and primary care processes.

2. Provide support to the primary care specialists in developing and improving quality, consistency, and assurance in relation to primary care records and their management, by developing clinical system tools such as referrals, clinical templates and clinical system reports.

Main duties of the job

The successful candidate will:

Help support the information requirements of clinicians and commissioners, ensuring quality, consistency, and assurance. The role is key to reporting and monitoring the success of clinical interventions and their effectiveness.

Work with clinical teams and GP practices as part of Primary Care Networks to provide support, training, and guidance in the development of summarising and understanding medical terminology. Also, you will support consistent coding approaches in line with data requirements that enable quality improvement and robust evaluation.

Provide specialist clinical system (TPP Systmone & EMIS) support for clinicians and commissioners.

Work closely with Primary Care Networks and practices implementing local initiatives in response to the Health Leeds Plan agenda.

Support practice staff and commissioners in the usage of the Leeds ICBs health intelligence and risk stratification tool, demonstrating its benefit in supporting local schemes and in delivering the strategic outcomes defined by population health management.

Support practices to release capacity through harnessing capabilities within the clinical system.

SQL criteria can be matched by equivalent level of Primary Care clinical system experience.

Job responsibilities

We are a key partner in the West Yorkshire Health and Care Partnership, now constituted as the Integrated Care Board. We work with a range of partners to help us meet the objectives identified in the Five Year Forward View. We want to build on the work we are doing with the West Yorkshire and Harrogate Health and Care Partnership, to deliver positive changes at a local level. With a refined focus on

matrix working and Population health management we can look at local and regional solutions to the challenges that face us and help us plan for the future, working closely with citizens in our city.

This role is intended to provide support within the Business Intelligence teams in servicing the business intelligence needs of service areas across the ODAs remit including areas such as Primary Care, Long Term Conditions, Cancer, Mental Health, Planned and Unplanned Care, amongst others.

This essential and varied analytical role will be part of a small team responsible for providing insight and intelligence to customers within the organisation and the wider health and social care system.

Main Duties and Responsibilities

Support wider services in the delivery of health and care intelligence to inform strategic commissioning in Leeds.

Support the other analysts and managers in processing health and care data sets for analysis and use in service evaluation, and by third parties for research and development.

Provide analysis to support the delivery of the Leeds Health and Wellbeing digital road map to improve the health and wellbeing of people in Leeds.

Support information managers to deliver population health management analytics

Provide analysis to support the GP Confederation

Provide technical support, including transfer and manipulation of data sets to update and improve the Leeds Data Model

Develop an understanding of the epidemiology of the Leeds population

Support the management of health and social care data sets

Work on projects with colleagues from across partner organisations in the local health and care economy including academic institutions

Support information provision for corporate Board Report and other public facing reports, such as the Annual Public Health Report and Ministers Questions.

Produce timely, accurate and appropriate performance reports in support of effective strategic and operational decision making for the ICB boards, committees and executive team.

Produce timely and accurate performance monitoring information to NHS

England, Care Quality Commission, Department of Health and other regulatory bodies.

Populating routine and ad-hoc business intelligence dashboards to inform senior commissioners and clinicians on the impact of health and care programmes

Regularly audit and analyse existing health and social care data to influence the delivery of future health care services.

Maintain, develop and deliver information and performance monitoring solutions to support Leeds health and social care commissioners and service providers in improving the delivery of care to Leeds citizens.

Contribute to an information interrogation and analysis service to assist health and social care staff in the presentation of information sourced from NHS, local authority and national health and social care information systems.

The post-holder will be expected to work flexibly in supporting a wide variety of business functions within the organisation where appropriate.

Management and Leadership

Responsible for receiving, interpreting, producing and sharing a range of complex health and care data sets to / from a wide range of senior staff throughout the health and social care organisations in Leeds, adhering to information governance best practice.

Participating in Leeds ICBs in meetings and discussions with peers from national and regional IT providers and commissioners and NHS England.

Communicate effectively on a one-to-one basis with staff at all levels in the Leeds health economy and external bodies, local authority organisations and commercial system suppliers.

Manage staff expectations of information and information systems available to them.

Act within agreed strategic frameworks and policies

Planning and organisation

Provide information to ICB managerial and clinical staff to enable them to make key decisions on the provision and commissioning of services across Leeds.

Support the planning and development of systems that will enable monitoring of service performance, improvement, planned service change

Support the delivery of short-, medium- and long-term objectives of the business

Provide intelligence for performance management and other information required to support annual planning and commissioning processes.

Develop knowledge and understanding of health and care data sets used by Leeds ICB and Leeds City Council

Develop specialist knowledge of IDS procedures and NHS policies.

Contribute to the implementation of specific IDS policies and procedures in own area of work, some of which will impact the whole organisation.

3 years experience of using information systems. Qualifications

Essential

Educated to degree level with a degree, or post-degree training in a relevant discipline Attended an approved course in SQL or Clinical Systems, or alternative visual x x programming language. Awareness of local authority and care provider systems

Desirable

Completion of at least one module of Microsoft Certified Professional Programme Attended approved advanced SQL training course
