In this role, you'll work in one of our IBM Consulting Client Innovation Centers (Delivery Centers), where we deliver deep technical and industry expertise to a wide range of public and private sector clients around the world. Our delivery centers offer our clients locally based skills and technical expertise to drive innovation and adoption of new technology.

Responsibilities
  1. Lead the development and implementation of data-driven solutions that address complex challenges faced by the public sector.
  2. Design, develop, and maintain predictive models, statistical analyses, and machine learning algorithms to extract insights from large, complex datasets.
  3. Collaborate with cross-functional teams to understand business needs and translate them into data solutions.
  4. Conduct exploratory data analysis to uncover patterns and trends that inform strategic decision-making.
  5. Develop and implement data visualization techniques to effectively communicate insights to diverse audiences.
  6. Stay current with advancements in data science, machine learning, and AI, integrating new methodologies and tools as appropriate.
  7. Ensure all data handling practices comply with relevant data privacy laws and government regulations.
  8. Mentor junior data scientists, fostering a culture of knowledge sharing and continuous learning.

Required technical and professional expertise
  1. Master\'s degree or PhD in Data Science, Computer Science, Statistics, Mathematics, or a related quantitative field.
  2. Minimum of 4 years of professional experience as a Data Scientist, with a solid background in the public sector or government agency (GDS).
  3. Expertise in statistical modeling, machine learning techniques, and data mining.
  4. Proficiency in programming languages such as Python, R, SQL, and tools like Jupyter Notebooks, TensorFlow, or PyTorch.
  5. Experience with big data platforms (Hadoop, Spark) and cloud environments (AWS, GCP, Azure) is preferred.
  6. Strong problem-solving abilities and attention to detail, with the capacity to work with large, complex datasets.
  7. Excellent communication skills, with the ability to present findings clearly and persuasively to both technical and non-technical stakeholders.
  8. Understanding of government data privacy policies and regulations is highly desirable.
  9. Ability to work independently on projects, managing time effectively and meeting tight deadlines.
