Job Title: Contractor's Engineering Manager (CEM) - Hybrid working
Contract Duration: 12 Months (Fixed-Term Contract)
Location: London (Central) 1-2 days a week - Remote working for the remaining days.
Rate: £600p/d - £650p/d Inside IR35 (Potential Flex on this)
Job Summary
We are seeking a highly skilled Contractor's Engineering Manager (CEM) to lead and manage engineering assurance and compliance for rail infrastructure projects. This role will involve ensuring all engineering aspects are delivered safely, effectively, and in compliance with regulatory and contractual requirements.
This 12-month contract offers the opportunity to work on a high-profile project within a dynamic and collaborative environment.
Key Responsibilities
Lead and manage engineering activities in alignment with project requirements.
Act as the primary point of contact for all engineering assurance matters.
Ensure compliance with safety, technical, and contractual standards throughout the project lifecycle.
Prepare and submit relevant forms, including Form F0039, to the Designated Project Engineer (DPE) for acceptance.
Oversee the competence management framework and appointment process, ensuring auditable compliance with NR/L2/INI/02009 standards.
Provide leadership and oversight in systems engineering, including SE2, SE5, SE11, and SE13 activities.
Act as Contractor's Responsible Engineer (CRE) in a specific engineering discipline if required.
Evaluate and implement urgent or immediate safety actions when necessary.
Maintain a high level of stakeholder communication and collaboration, ensuring alignment across all engineering disciplines.
Record acceptance of responsibilities using Form NR/L2/INI/02009/F0043.
Candidate Requirements
Qualifications:
Professional Engineer status with the Engineering Council (UK). CEng preferred.
Membership in an appropriate professional institution.
Assessed and accepted via Form F0039 and approval from the DPE.
Additional auditable qualifications relevant to the work (subject to agreement with DPE).
Competencies:
Proven competence to Level 3 in SE2, SE5, SE11, and SE13 (Engineering Management - Systems Engineering).
Demonstrated skill, knowledge, and experience in managing engineering responsibilities for projects of varying complexity.
Ability to make informed decisions regarding urgent or safety-critical actions.
Experience:
Robust experience in a similar engineering management role within [specific industry/project type].
Demonstrable ability to provide objective evidence of technical competencies.
Experience with Network Rail standards and design/construction phase activities (preferred).
