Senior Strategic Communications Officer – London/Hybrid – £275.15 a day (Umbrella)

About the Role
A Central London Local Authority is seeking a highly skilled Senior Strategic Communications Officer to join their Corporate Communications team. This is a pivotal interim role providing essential cover during a period of internal change. The successful candidate will be instrumental in designing and delivering insight-led, high-impact campaigns that support the Council’s strategic priorities.
This is a fast-paced role requiring a confident and strategic thinker with an excellent understanding of campaign planning, stakeholder engagement, and evaluation.
Key Responsibilities

Lead the development and execution of integrated communications campaigns to influence behaviour and shape public perception.
Utilise customer insight and data to guide campaign planning and identify the most effective tools and channels.
Define campaign goals, target audiences, core messages, and delivery strategies.
Provide high-level communications advice to senior officers and Cabinet Members.
Act as a strategic business partner to internal clients, offering tailored communications guidance.
Work cross-functionally with media, digital, and design teams to ensure consistent messaging.
Evaluate the effectiveness of campaigns and apply insights to improve future activity.
Horizon scan to anticipate reputational risks and emerging opportunities.
Cultivate strong relationships with internal teams and external stakeholders, including residents’ groups, businesses, and community partners.
Bring creativity and innovation to enhance community engagement and public trust.
About You

Demonstrable experience delivering complex, high-profile public-facing campaigns.
A strategic thinker with a strong grasp of behaviour change and audience segmentation.
Skilled at interpreting both qualitative and quantitative data to inform and evaluate communications.
Excellent interpersonal and stakeholder management skills.
Strong written and verbal communication abilities, including experience presenting to senior stakeholders.
Comfortable navigating a political or public sector environment (desirable).
A collaborative team player with a proactive and solution-focused approach
