EastLancashire Alliance (ELA) is a not-for-profit community interest companyproviding services to our GP practice members and offering a portfolio ofpatient services. All our clinical services are led by clinical leads who workas part of a team with Federation managers.
Weare a network of nine PCNs which consist of 48 GP practices covering apopulation of over 390,000 patients across East Lancashire. Job responsibilities
MAIN DUTIESAND RESPONSIBILITIES
DataExtraction & Management
- Extract, transform, and analyse datafrom clinical systems, commissioning datasets, and internal service databases.
- Ensure data integrity, accuracy, andcompliance with information governance standards.
Analytics& Insight
- Provide meaningful analysis to supportservice delivery, contract performance monitoring, and business planning.
- Identify trends, risks, andopportunities within population health, service utilisation, and workforcedata.
- Translate complex datasets into clear,evidence-based insights to inform senior leadership and clinicaldecision-making.
Contract& Bid Support
- Produce high-quality data analysis tosupport new service development, business cases, and tender submissions.
- Model population demand, activityforecasts, and financial implications for proposed services.
- Develop and maintain dashboards andreports in Excel (and other BI tools if applicable).
- Use advanced formulas, pivot tables,and statistical techniques to provide clear outputs.
- Present data in an accessible andcompelling way for clinical and non-clinical stakeholders.
- Work closely with operational leads,clinical directors, and commissioners to understand data needs.
- Support service leads with tailoredanalysis to monitor KPIs and contractual obligations.

- Proven experience of working in a data analysis, business intelligence, or performance role within a healthcare or public sector environment.
- Strong understanding of NHS data sets, coding structures (e.g., SNOMED, ICD-10), and data flows across primary, community, and secondary care.
- Demonstrable experience in extracting, cleansing, and analysing complex datasets.
- Experience of producing reports and dashboards for senior managers, clinicians, and commissioners.
- Understanding of information governance and data protection regulations.
- Experience of supporting business case development or bid writing through data analysis.
- Knowledge of population health management approaches.
- Familiarity with demand and capacity modelling, service evaluation, or predictive analytics.
Skills and Abilities
- Strong analytical and problem-solving skills with experience in handling large and complex datasets.
- Ability to translate raw data into actionable insights and present findings to varied audiences.
